"These will be the first two vetoes coming in rapid succession". It also left Republican senators facing a painful choice: defy a president who commands passionate loyalty from conservative voters or acquiesce to what many lawmakers from both parties consider a dubious and risky expansion of presidential authority. "The House will not take up this legislation to give President Trump a pass".

Paul said earlier this month that there were "at least 10" GOP senators prepared to oppose Trump's emergency. Lee's bill would allow senators to vote to keep Trump's wall-funding emergency in place, while also claiming that they are checking future abuses of executive emergency powers.

He told reporters that he has told GOP senators to "vote any way you want".

"We polled this district, 93 percent of the Democrats in this district think Mr. Trump is not fit to be president".

Trump made clear he was not backing away from his border emergency.

To win Senate approval, the House resolution needs four Republican votes along with those of all its Democrats. Susan Collins of Maine, Lisa Murkowski of Alaska and Rand Paul of Kentucky.

The White House has yet to endorse the proposal, however. John Kennedy (R-La.), who opposes the disapproval resolution, told reporters on Wednesday after exiting a caucus lunch about the matter.

Many Republicans have expressed unease over the national emergency declaration, noting the U.S. Constitution grants Congress authority over spending matters. Since the Democratic-run House voted last month to block Trump, Senate passage would send the resolution to the White House, where it would face a certain veto. The official was not authorized to publicly discuss private conversations and spoke on condition of anonymity.

That would mark a dramatic change in fortunes for Trump, who had been on track for an embarrassing defeat later this week in the GOP-controlled Senate in a confrontation with Congress over Trump's border wall.

But he added, "Anybody going against border security, drug trafficking, human trafficking, that's a bad vote".

Thursday's vote could mark the second time this week that members of Trump's party have rebuked him on Capitol Hill.

Even so, there was little doubt among GOP senators about what would happen in the showdown vote.

Rep. David Cicilline (D-RI) said, "The Speaker's been very consistent on this point that there's a very high burden to meet before we would be able to move forward successfully on impeachment".

As the White House and GOP senators sought a compromise on curbing a president's power to unilaterally declare such emergencies in the future, Pelosi said Wednesday that the House would not take up that legislation if it passed the Senate.

Under a four-decade old law, presidents have wide leeway in declaring a national emergency.

Congress would be highly unlikely to muster the two-thirds majorities needed to eventually override a veto. The bill would also give Congress the power to limit or amend the scope of any emergency declaration, and require the president to report how exactly his emergency powers are being put to use. Mike Lee, R-Utah, on Tuesday, would make national emergency declarations by the president subject to congressional approval every 30 days.

Portman spokeswoman Emily Benavides said her boss backs the bill because he "supports narrowing the scope of the National Emergencies Act so that Congress will have more control over these decisions in the future".

The strongest chance of blocking Trump's border emergency is likely several lawsuits filed by Democratic state attorneys general, environmental groups and others.
