A leading Senate Republican close to President Donald Trump says Trump isn't giving in on his demands for a wall along the U.S. -Mexico border, the issue that's caused the partial government shutdown that's now in its fourth week.

"I do think if we reopen the government, if the president ends this shutdown crisis, we have folks who can negotiate a responsible, modern investment in technology that will actually make us safer", Democratic Senator Chris Coons of DE said on Fox.

The shutdown has affected the work of nine cabinet departments and various smaller agencies - affecting 800,000 workers who have not been paid since 22 December.

Republicans, Democrats and the president seemed to be preparing for the prospect that the special counsel's inquiry into the Trump campaign's possible ties to Russian Federation could further upend a government that's in the midst of the longest shutdown in U.S. history.

But the South Carolina Republican tells "Fox News Sunday" that Trump wants a deal first. "That's why I'm depressed".

Amid the unending shutdown, the President has started increasingly talking about the possibility of declaring a national emergency in an effort to circumvent Congress to obtain the funding he wants for a border wall - a move that would be expected to face legal challenge and forceful pushback from Democratic lawmakers. "I'm not saying that to diminish the seriousness of Swine Fflu, but we have people crossing our border by the thousands", he said.

But Trump insisted that the "only way you're going to stop" trafficking of drugs and people is with a wall.

Only in recent days has Trump begun describing the problem as "humanitarian", referring in a tweet Saturday to "a massive Humanitarian Crisis at our Southern Border".

Prior to making his statement, Graham, R-SC, along with Senate Republicans colleagues, attempted last week to integrate an "immigration fix" that included border wall funding in the legislation but Democrats failed to accept the compromise.
