The decision not to prosecute came despite President Donald Trump's vow that the US will not tolerate lawlessness and after extensive preparations were made for the caravan, including deployment of thousands of active-duty troops to the border. Numerous migrants ran up through the San Ysidro vehicle lanes, only turning back after being denied entry into the United States by US Customs and Border Protection. Mud, lice infestations and respiratory infections were rampant. The administration had still not shown that the ban was legal, or that any harm would come from continuing to implement existing immigration laws, Tigar said in his order.
