Comments of some leaders, European Union officials, on outcome of special Brexit summit

European Commission President Jean-Claude Juncker warned that Britain can not expect to get a better deal, if its parliament rejects the agreement.

On Sunday, the leaders of the 28 European Union countries are expected to meet in Brussels at a carefully choreographed summit to approve Brexit plans and an accompanying political declaration on the future ties between Britain and the 27 European Union nations that will say goodbye officially in March.

Spain was standing between Theresa May and a Brexit deal as it threatened to derail an European Union summit on Sunday if it does not get new assurances on having a say in the future of Gibraltar.

May is struggling even to unite her ruling Conservatives, and Northern Irish parliamentary allies the Democratic Unionist Party, behind the plan.

But Mrs May told reporters in Brussels: "The UK's position on the sovereignty of Gibraltar has not changed and will not change".

"The legal text of the draft withdrawal has not been changed", he said.

Addressing the calls on her to renegotiate from pro-Brexit Conservatives and others, the Prime Minister gave her own warning during Sunday's press conference, remarking: "I am making the case for this deal to members of Parliament, and I think the point that Jean-Claude Juncker was making that has been reiterated by others, was that if people think somehow there's another negotiation to be done, that isn't the case". Many pro-EU politicians in Britain also regard it as unacceptable because the United Kingdom will not have a say over the rules it must observe.

The backstop deal would only cover trade in goods and agri-products, where the European Union enjoys a massive export surplus with Britain, and not services, where Britain enjoys a surplus with the EU.

May said Parliament would get a vote before Christmas, and argued lawmakers had a duty "to deliver Brexit" as voters decided in a 2016 referendum.

May has warned that MPs have a choice between her deal, leaving the European Union with no deal or Brexit not happening at all.

But EU leaders had a coordinated message on Sunday: This is the only deal on offer.

The Political Declaration sets out what Britain and the EU's relationship may be like after Brexit, outlining how things like UK-EU trade and security will work.

"She has conceded that Gibraltar won't necessarily be covered by a future trade deal, simply another example of why what she has negotiated is completely unacceptable", he said, according to Sky News.

Spain wants the future of the tiny territory, which was ceded to Britain in 1713 but is still claimed by Spain, to be a bilateral issue between Madrid and London, not between Britain and the EU.

Spain was furious that the article did not explicitly state that the deal would not apply to Gibraltar without their agreement - a condition that appeared in the negotiating guidelines given by the European Council to the EU chief Brexit negotiator Michel Barnier at the outset of the Brexit process. "I am sure we would get a very negative reaction from the business community, from investors, from the markets".

DUP leader Arlene Foster said on Saturday that she would be willing to support a Norway-style soft Brexit as long as it prevented any new border and custom controls between Northern Ireland and the rest of the United Kingdom.

European Council president Donald Tusk said on Sunday morning that an agreement had been reached. The summit, he said, could go ahead now that he had received written assurances that meant that in the future Madrid and London could directly negotiate on Brexit issues relating to Gibraltar.

"Like many people around the world, I welcome the fact that he is acting to move the bones of the fascist General Franco from Valle de los Caídos", he said.
