"It is a disgrace that reaches all the way to Crown Prince (Mohammed bin) Salman". Britain followed suit on Wednesday as France said it was ready to back worldwide sanctions against those responsible.

The arrests were accompanied by an announcement that King Salman was placing his son, Mohammed, in charge of restructuring the Saudi intelligence apparatus - a move that all but ended speculation that the crown prince would be sanctioned.

Khashoggi did not appear to believe he was going to die, the source said.

The leaks also seemed meant to whip up a sense of anticipation ahead of the speech by Erdogan, who has chided the Saudis in recent weeks for not cooperating with the Turkish investigation but stopped short of blaming the Saudi government for Khashoggi's death. Prime Minister Theresa May said on Wednesday that Britain would prevent all suspects in the killing from entering the country, shortly before she spoke to King Salman.

This included video and audio recordings from the consulate and the consul's residence, and was shared with visiting Central Intelligence Agency chief Gina Haspel, the Sabah newspaper reported.

The location of Khashoggi's corpse remains unknown.

Turkish President Recep Tayyip Erdoğan vowed Turkey would not allow the culprits to get away with "savage murder".

"The U.S. will remain a key part of the Saudi economy because the interests that tie us are bigger than what is being weakened by the failed boycotting campaign of the conference", Saudi Energy Minister Khalid Al-Falih told Saudi state TV.

"It is not over yet", he said. The case has strained relations with the U.S. and other allies.
