Wireless phone users can't block Trump administration 'Presidential Alert' test message

All cellphone users will be receiving the alert which will read: "THIS IS A TEST of the National Wireless Emergency Alert System". That means everyone's smart phone will blare out an Amber Alert-like alarm at the same time.

Prior tests of the alert system were done in November 2011, September 2016, and September 2017 in collaboration with the FCC, broadcasters, and emergency management officials, according to the primer.

Trump, for his part, on Tuesday retweeted a message from Homeland Security about the testing slated for Wednesday. That can include radio and television, and in this case, cell phone services.

FEMA officials use a device that's "very similar to a laptop computer", the senior FEMA official said. The national WEA test will use the same special tone and vibration.

Because the message is meant to include "critical lifesaving information", it's created to reach as many cell phones as possible, even those that aren't activated or don't have SIM cards.
