Manchin's remarks mean he did not commit to voting for or against Kavanaugh ahead of the confirmation hearing that could take place as soon as September, with the goal of replacing retiring Supreme Court Justice Anthony Kennedy before the next court session begins on October 1.

He also noted that the Democrats have asked for every email from the White House that even mentions Kavanaugh's name during his time working there - a request Grassley calls "unreasonable".

There are two separate reviews of documents happening simultaneously: One by the Bush team and another by the National Archives.

Republicans contend that a staff secretary job is more administrative, rather than substantive, and Democrats are simply engaging in a delay tactic to demand documents related to his time as staff secretary. "I think they will have a good sense of what is out there on Kavanaugh".

Democrats say the documents they are requesting, including the staff secretary papers, are crucial to understanding all aspects Kavanaugh's background, particular his role in forming policy under Bush. "I'm exhausted of the partisanship and frankly we didn't treat their candidates for these positions the way they're treating ours".
