Why are U.S. remains in North Korea?

The remains of 55 United States servicemen who fought for the country during the Korean War were finally sent back home from North Korea yesterday.

The pledge to transfer war remains was seen as a goodwill gesture by Kim at the Singapore summit, and was the most concrete agreement reached by the two sides so far.

Pence attended a repatriation ceremony at Pearl Harbor in Hawaii, where 55 caskets of presumed troop remains were unloaded from military planes and placed on stanchions at the air base.

North Korea may want to use the remains' return to keep diplomacy with the United States alive and win a reciprocal USA concession.

He also confirmed a single military dog tag was provided with the remains and that the family of that soldier has been notified.

Former DPAA official Jeong Yang-seung, who previously worked on identifying United States remains from the North, said it was unusual to locate dog tags during the search and recovery process. The remains will now undergo the process of being formally identified so that they could be returned to their families.

CHANG: So can you just first walk us through the process of how the DPAA plans to identify all these remains? Trump thanked him for "fulfilling a promise" to send back US remains and said it was a step in the right direction following their summit.

Dr. John Byrd, director of scientific analysis for DPAA, told reporters Wednesday at Osan that the agency has completed a two-day field forensic review and determined that the remains are human and "are likely to be American remains".

Trump also took to Twitter earlier to praise an "incredibly attractive ceremony" in Hawaii, where Vice President Mike Pence helped welcome the remains to the United States.

Vice President Pence on Wednesday welcomed the return of the presumed remains of US troops killed in the Korean War and called it a sign of "tangible progress" in ongoing negotiations with North Korea.

The United States and North Korea conducted joint searches from 1996 until 2005, when Washington halted the operations, citing concerns about the safety of its personnel as Pyongyang stepped up its nuclear program.

According to DPAA, about 7,700 US service members are still listed as missing from the Korean War, and about 5,300 are believed to have been lost on battlefields and in prison camps in what is now North Korea.

United States defence secretary Jim Mattis said the return of the remains was a positive step, but there were no guarantees they were of U.S. military personnel.

"UNC never leaves troops behind, living or deceased, and will continue the mission of repatriation until every service member returns home", it added. Adm. Phil Davidson, commander of the U.S. Indo-Pacific Command, saluted.

During the Singapore meeting, Kim also committed to the denuclearization of the Korean Peninsula while Trump promised to provide him with security assurances. On Wednesday, U.S. Consul General Angela Kerwin said that no money was paid to North Korea for the remains. But many foreign experts say those were not enough to prove it's serious about its disarmament commitment, saying the North must first submit a list of nuclear assets to be dismantled.

Intelligence officials told the Post that trucks and shipping containers can be seen at the facility.

Between 1990 and 2005, 229 sets of remains were returned to the U.S., but co-operation halted as relations deteriorated alongside the development of North Korea's nuclear programme.

Many Americans who went missing were prisoners of war who died before the war ended or were left behind during enemy advancements. North Korea has steadfastly argued its nuclear weapons are meant to neutralize alleged US plans to attack it.
