Wildfires scorch homes, land - and California's firefighting budget

California Department of Forestry and Fire Protection (CalFire) commanders said on Wednesday the fire, sparked by a vehicle on July 23, was burning with less intensity this week and posed little immediate threat to populated areas. "You can expect, unfortunately, for that to intensify".

"So we're going to have to adapt, we're going to change our technology, but in the meantime we're going to spend a hell of a lot of money and there is going to be a lot of unpleasant events and suffering as a result", said Governor Brown.

Twin fires also burned in Mendocino and Lake counties, affecting 14 homes and threatened 12,000 more. Almost 10 days after it started near Highway 299 west of Redding, the fire is only 35 percent contained.

The Carr Fire has destroyed more than 1,550 structures in and around Redding, a city of 90,000 people about 160 miles (260 km) north of the state capital, Sacramento.

More than 4,000 fire personnel are battling the flames, but triple-digit heat, shifting winds, dry fuel and steep terrain are working against them, officials said.

"We're in for a really rough ride, and it's going to get expensive, it's going to get unsafe", Brown said.

After days of concern over a number of missing individuals, authorities said Wednesday that all those who had been reported missing have now been accounted for.

Sanchez' home was destroyed in the fire. The Ferguson Fire, which has burned 63,798 acres, is 39 percent contained.

Strong gusts kicking up along the upper ridge lines on Wednesday night were a cause for concern on the fire's rugged western flanks, a few miles from the town of Lewiston, which remained evacuated. The Associated Press says at least three new ones erupted Wednesday in the Sierra Nevada region.
