The internal AT&T documents show that Cohen was supposed to spend half of his time on "legislative policy development" and the other half on "regulatory policy development". The group will now report directly to the firm's top in-house lawyer.

Novartis said this week it had also spoken with Mueller's team about the payments to Cohen.

"The conversation focused on how AT&T can work with the Trump administration to increase investment in the US, stimulate job creation in America, and make American companies more competitive globally", the company said.

A Novartis spokesman said the company anticipated Wyden's letter and plans to fully cooperate.
